Can it play on Android?
It's not a game. They're game assets. If you have any sort of gallery app on your phone yes it can "play" this because they are image files.

will these work with rpg maker sorry never use sprits like these and just want to confirmed also sorry again if so how do i upload them and use them?
Yes they will work with RPG Maker MV or MZ. Just add them to the characters folder of your RPG Maker Project and you'll be able to use them:)
